Elizabeth Leeper is a licensed California attorney. She received her juris doctorate from U.C. Hastings College of Law in San Francisco. Elizabeth received her Bachelor of Science degree in Conservation and Resources Studies from U.C. Berkeley. Prior to Berkeley, she attended Cabrillo College, a community college in the Santa Cruz area.

Ms. Leeper currently serves as Senior Deputy General Counsel for the El Dorado Irrigation District (“EID”), which is headquartered in Placerville, California. Ms. Leeper has worked for EID for three years, as their legal counsel. EID is a California special district, and provides a variety of services to the public, including drinking water, wastewater treatment, recycled water, recreational facilities, and hydropower generation.

Prior to joining EID, Elizabeth worked for a private law firm for five years as an associate attorney in their Natural Resources group, in Sacramento, California.

Ms. Leeper grew up in Siskiyou and Trinity Counties. Elizabeth attended Trinity High School and completed her senior year of high school as a foreign exchange student in Brazil, through A.F.S. foreign exchange program.  

Ms. Leeper currently resides in Fair Oaks, California and enjoys spending time with her husband and their two dogs, exploring the landscapes and waterscapes of the region.
